Have you looked at National Indoor RV? They have a location now in Phoenix. Not sure if their location there has indoor storage yet. But both their Atlanta and Lewisville, Tx. locations offer indoor storage in a large warehouse type building as you are describing. While they are a dealer, the storage is large part of their business. I think what you are considering is a viable idea. As long as it is in the right location. Salesman at NIRV, told me they chose their locations because of the large number of Home Owners Associations in those areas. Thus the owners had to put their rv's in storage.
Good luck, if you try this.

We have a gas furnace hanging near the ceiling (seldom needed here, but handy if we ever sleep in the MH in the garage), and a window or sleeve unit mounted through the wall about midway in the garage. Both work off a thermostat.

Gonna finally get around to HVAC this winter. Not so much for the heat, but for the AC.

Pre-engineered metal building
40x80x16 6 on 12 slope 14 x 14 doors
My shop has sufficient space for all I want to get under cover. There is a 3 ft overhang above the doors (gable end so no snow slide there). It is heated when are home. To me,
Plusses are economical, low maintenance, water tight, versatile.
Minusses are a bit commercial looking, not well insulated

When camping last weekend at a CG that is part of a small airport we saw a hangar with a 1 bedroom apartment on the side. This started our conversation as to a home base when we retire and go mostly F/T.

living quarters?
only a full bathroom is being installed now...
an outlet for a refrigerator is adjacent.
the building is 24' wide.
room for a bedroom and kitchenette, down one side.
living quarters? no, not yet.
but wouldn't take much!

Mine is simple, three 18x20' carports with 10' legs attached together end to end. Concrete floor is next:
Pontoon is tucked in behind coach. Total cost so far is about $3K And I can put both slideouts "out" with room to spare.

Does the job.
Today, we opened the center bay of my "new" building to accomodate the MH. Had no idea, one year ago, that we would be doing the RV thing.
