If you don't have the 220, all that says is that the two hot legs are of the same potential and like if you were connected to a 30amp source and everything should still work fine.
Have you checked the load side of each feeder breaker to both neutral and ground, where you should see 110vac, as well.
All this OK and nothing at any outlet, microwave...etc...,then you would have to assume that the EMS or like has relays in each branch and something that's very doubtful. Follow a wire from a feed breaker for a looksee.

Lot of funny things going on here and some unrelated.
For instance, I have an email alert that says you have a question concerning the EMS, but I don't see the post here. The EMS is an Emergency Management System and assuming that you have one. It can be programmed to shed different circuits during overloading, so as not to trip a main breaker. Then it returns automatically, once it's clear. I set mine on my old 30amp coach to shed only the ac's, if and when required and it got used a lot. Not sure about what's in or out on this coach and it never comes into play, when on a 50amp service, anyway.
As for working on your coach, having it in your driveway, like we have ours, is a big plus and has so many benefits.
If some of the neighbors don't like it, then they should move to a gated community and why we don't live in one.
