National RV fender cap problem

I have a 2001 National RV Marlin, Model 370. The right side fender and cap have seperated. There is about an 1/8 gap, probably due to vibration. It was glued not mechanically attached. I thought I would use screws and nuts to reattach it to the cap and use a good adhesvive inbetween the two pieces. The flange on the two pieces is wide enough to allow me to use mechnical means to assist in the reattachment. What kind of addesvive should I use?

Wouldn't attaching it solidly cause the fender or cap to crack due to stress? Wouldn't it be better to use screws somehow with slack so it's snug but not too tight? Maybe using springs held by the screws and a couple flat washers?

It was glued originally, which means it was solidly connected. Thanks it is agood idea. rsjr

Use 3M 5200 for the "glue" portion.
