Many/most, (all?), dash air and dash heater controls operate by vacuum.
Me thinks you may have a vacuum leak somewhere in the control system.

The fan (blower) is electric and not vacuum. If vacuum was faulty, the vents would all default to defroster vents, but the OP wouldn't know because his fan doesn't work.

Just went thru this with a Foretravel, turned out the blower motor was bad, it would turn but not coast after you spun it. Replaced all is well.

ou are correct about the blower.
However, because the OP stated: "no switches on the dash (for the a/c) work"... and... "I found that there is no power to the a/c control head" I assumed he had a vacuum problem.

Your AC most was likely supplied by Evans Tempcon not Workhorse. That is what National RV primarily used. Click on the link, should take you to a page you can select you AC control. Click on the control that looks like yours and download the electrical schematic.
