Never seen tire covers

I was up in Newport Oregon and saw a set of tire covers that had a mesh center. The mesh center allowed the rim to show, but the rubber was covered with vinyl. Never seen these before and would like to see if anyone has a source or experience. I think these would be nice for short term use, although not as effective as a full cover.

I have a similar set from MagneShade. The center is however completely open. Unless you look closely you can't tell that there are covers installed. Like those mentioned only the rubber is covered.
