No Accessory Panel Power

I have a 2004 National Tropical diesel pusher on a Freightliner chassis. I currently am not getting any power to the acc panel under the drivers window. I have verified battery power into solenoid. I have verified 12 volt ignition power to solenoid. Solenoid does not seem to be energizing. I have replaced the solenoid twice. This panel powers jacks, AC, wipers etc.

Where does the power come from that goes to the switch side of the solenoid?
Should that terminal measure 12volts or ground from the ignition switch?
Is there an ignition switch relay for the solenoid terminal?

I have verified that all fuses are good.
I have swapped the relays I can see with known good one to no avail.

Where would I go to find a detailed electric schematic of this coach?

I’d take the problem up with Freightliner. It’s a chassis issue and I don’t think National is around to ask.
