....was this something that engine ran great, then you stopped and now won't start?
Have fuel filters been replaced?
Did you just refuel by chance...
Also there's a small fuse holder on the chassis 12V batteries that contains the ECM fuse. If it's blown engine will not start...check for any blown fuses, there maybe a fuse box at batteries as well.
And of course it's not out of fuel...
Btw, The yellow wait to start is for the intake air preheater.
Always check the stupid stuff 1st... ha-ha
I asked all this as your post kinda vauge... about a dozen things will keep engine from starting....and there ain't no magic to it.

If yours is a 12 valve version with the P 7110 injection pump .
There is a problematic , fuel shut off solenoid , mounted on the pump ; Picture below .
The solenoid is a lift and lock , lifts while cranking and locks with ignition on , both sides fused.
You can manually lift the solenoid to test , but remember you have to access the lift to shut the engine off.

Length of the " wait to start " light on is tied to intake manifold temp.
Over 60 it will barely come on , under 40 , approx a min, below freeing even longer.
BTW: We need to clarify your engines fuel system, and the 12 valve vs 24 valve configuration , depending on the month of production of the engine , there could be a different fuel system on the engine.
Depending on the fuel system there are different problems that could be causing your " cranks but won't run " problem.
Mid 98 was the change on the Cummins 5.9 and I think the , 8.3 was involved at the same time.

Is yours a mechanical 8.3 engine? If so, your may have air in the fuel line. Try pushing the plunger on your lift pump @ 20 times. I had the same problem @ 1 month ago. I replaced my fuel filters and lift pump and it started right up.

If it ran fine, sit for a month and now no start, I'd make sure fuel was primed. Remove and fill fuel filters (replace if your not sure how long they've been there) turn key on and off every 30 seconds or so 4 or 5 times to allow lift pump to get fuel supply...hold throttle pedal wide open and crank engine. If it fires, hold it about 1200/1500 rpm to get all air from fuel system..
It should been able to sit for many months and not lose prime. So if this works, you may have a supply issue or maybe filters.

This will work if he has an electric fuel pump. That's why I asked if he has a mechanical engine.
