Both bulbs could be burnt out. Depending on the light assemblys used there could be bad connection or dirt in sockets, have you looked at them?

Well,
I kinda doubt it's dirt in the sockets just because, the turns/brake lights work and, they're in the same socket, I assume. Now, if this were mine, I'd first do what the OP is doing and that would be to investigate any and all possibilities of hidden fuses etc. that might be JUST for the tail lights. If none are there, then I'd break out my trusty test light, make darn sure the wire from it is connected to a KNOWN, GOOD GROUND. Then, check the point-of-contact for the tail light bulb and see if there is power there, or not. If it's there, then there one of two problems.
1. Bad ground around the bulb which, isn't likely because, as stated, the turns and brake lights work.
2. BAD BULBs.
If no power, then I'd start trying to back-trace the wire that leads to the tail light contact in the socket and find out where it emanates from. Yep, that can and will be a pain to do but, unless someone else has an easier solution, what else ya gonna do? Gotta start somewhere. Maybe the light switch but, again, there's a lot that is working based on that switch. Good luck and please report back if you find the solution.

On mine I have a plastic shelf on the drivers side inside wall this is where the Leveler controller is. the cover piece is held on with velcro. When you take the cover off there is a fuse panel with mini fuses.

Some route or the other it comes from the head light switch!
Shut down all power and connect this sounder and follow wires!
Comes in hand on the MH's tracing circuits!
