Rear Flaps called "Mini Skirts"

I recently had a friend tell me that he removed his full rear flaps off his Winnebago Journey and had "Mini-skrts" installed. They had almost 1/2 mile per gallon positive impact on his mileage. Anyone know anything about these, and where I might obtain them?

I just recently saw them at camping world , well rather in their recent catalog, but I'm sure there are other places that sell them as well..
