Rear Spring Shackles

Hello All, Question...has anybody change the rear leaf spring shackle on a 95 Chevy P32? Wondering if the top nut is holding by a clip or is it welded or free. if its free then need to drop the tank to R&R the shackles. We all know what the stealers do to make it hard on us non-stealers.
