Things are not really adding up. The BIRD requires a charging level of voltage for it to activate. One of the battery banks should be showing 13.5 or more.

So clearing the chalk board is what I would do.

Without getting deep into how the system works getting valid measurements is important.

12.0v is not dead, it's 50% discharged. Certainly if his voltage test on the house batts was done with shore power, he has more than a whine problem.

We have four 6 volt batteries , I did only test the one with ground on it. Will test them all today. However if the one I tested at 6.4 volts and the other three test similar, is that not a full charge? I did say I am very much a rookie and in learning mode. I really do appreciate your help and patience !

To accurately test each battery it should be disconnected from the others. I wonder if you have correctly located the source of the hum/whine. I don't see how a 12 v. DC solenoid would hum. Put a screwdriver (or stethoscope) on the solenoid and put the handle to your ear to see if the hum is from the solenoid. Repeat against other nearby items to find the noise source.

If you measure 6.4 on each then you have 12.8 and are fully charged.

Do you have a couple of other 12 volt batteries nearby? If so, measure them as well.

Then you need to make a couple of measurements in the front run area. There should be a large circuit board in an outside compartment just below the driver.

We need to know if the full voltage is getting there. If you can take a picture of the battery compartment and the front run compartment it would help.

Ok, chassis batteries are reading 13.2 - 13.4 . Attached pics of battery compartment and front circuit board.
