Replacing slide out pulley bolt

I have a full wall hydrailic slide out. My son noticed one of the pulley bracket bolts broke and we need to easy out it and put in a new bolt. Anyone know how to release the cable tension? See photo.

If it is in tight now what if you were to start to open, reversing the tension and instantly stoping the movement which in my opinion, would put it in a neutral position for just a moment. Then replace it with a grade 8 bolt. By the way the pic shows, that is the pivot bolt for servicing the pulley.

When you say pivot bolt for servicing the pulley, does this bolt need to be in place during normal operation? we did replace the bolt and it is in place now. My concern is that the tension on the wire cables was not check and I'm not sure if I have the correct adjustment and now I'm having issues when pulling into slide is binding up and not sure what the problem is. I probably need to adjust the tension in the cables.
