If the jacks don't have a good base you'll get more movement? In other words, if you're on gravel and your jacks don't have something under them to help distribute the weight some, it won't take long for the gravel to scoot out from under the jacks?
You could also try additional blocking, so the jacks don't have to drop as far. That can often take a lot of the wiggle out.
