Sounds like a control switch/wiring issue to me.

The control has several functions.. SET/COAST RESUME/ACCELL and on/off

It sounds like the SET/ACCELL is ,, well engaged.. now it has been 40 years since I studied the switch diagram so I'm not sure if it's shorted or open. (Just reviewed several wiring diagrams and it appears they use several methods). But I still suspect the Resume/Accel switch or it's wire.

As the OP of this thread, I never did find out why my cruise control malfunctioned. But after disconnecting the wiring by way of the connections at the base of the steering column to the smart wheel, checking the switch functions with a dvm and finding no problems, I put it all back together and the cruise control issue was gone.

However now my side view cameras don't work when I signal to change lanes. Something I'll have to look into again at a later date.

Another issue I had with a cruise control which can affect most any and all systems in a vehicle was intermittent operation.. Took a week of daily visits to the dealer before the service technician and I working together found it.. NOTE: Dealer (Matick Cherovelet) Charged me for an hour's labor to fix it, that's all... Technician spent at least five times that tearing his hair out.

One of the pins on a plug was slightly bent.. Straightened it out and the CC worked till the car died of old age and major electrical failure years later.

Found a like problem with one of the systems on my new towed while fixing another issue in the same neighborhood last week or earlier this week (forget which).

Amazing what a sometimes connection can do.
