Running light wattage

I have a Beaver Patriot RV. It has 2 running lights relatively low on the front fender and above that are the headlights. I am thinking of upgrading to LED lights and I can get an LED lightbar that fits the cavity. My quandary is what wattage to get. I do not want to get something so bright I endanger oncoming traffic. Does anyone have any experience with what wattage lights to use for this application?

Many states have or are considering making the use of those LED light bars illegal on the highway. NC already has.
