I looked up the MSDS sheets for several Clorox bleaches, and not much has changed, certainly not a doubling of sodium hypochlorite:

Clorox Regular Bleach = 5 to 10% (since 2009)
Clorox Regular Bleach 1 = 5 to 12% (since 2012)

You might want to check this story:

Bleach Concentration

I think you are correct that the standard bleach is the same but they no longer sell the standard bleach. They are now selling smaller jugs labeled differently.

I just picked up a quart bottle of Chlorox and it's a 8.5% solution.
