Specialty Tags on Ladder

We have seen motorhomes with specialty tags like Centennial auto tags mounted on the ladders. We collected a couple of souvenir tags on our trip to Alaska and would like to mount them on the ladder. The ones that we have seen don't flap around in the wind and allow the ladder to still be used for it's primary purpose. Does anyone know the best way to do this?
