No, the reason I mentioned it because when it's low it will cavitate (air mix) the pump. It can't be too high.
If you changed the pump, give it a day or 2 to stop whining. Sometimes it takes a little time for the air to bleed out.
I've seen hydroboosts cause problems but rarely the symptom you're describing.
