try looking in the harness in the rear underneath there may be a connection back there and pigtail may be corroded try cleaning it. Also the tail lights themselves may have lost there ground take out the screws to the tail lights try tightening the mounting screws and clean the bulb sockets making sure they have a good contact. The bulbs have you checked them to make sure they are not blown?

Is your Terra on a Ford or Workhorse chassis?

According to the Workhorse Chassis Guide at this link, there's a 20A fuse #9 in the interior fuse box that serves the parking, marker and clearance lamps. Is that the fuse you checked?
