I did some specification work for a public transit operation a while back. 195 degrees operating temperature was optimum for a diesel engine at that time. We spec'd vehicles with thermostats and radiator shutters to maintain that temperature as much as possible. I don't think things have changed since then. My ISB02 operates in that range.
