Had the same problem with my Thetford and it did indeed turn out to be the water valve at the back of the toilet. Since I was in Mexico, I took it apart and found that there was a lot of calcium deposits and a little dirt. Cleaned it up, can't remember if I changed any 'O' rings but I do carry a supply of different sizes, lubed it with Vaseline, and put it back in. Back in the states, bought a new valve but didn't need to install it for over a year and a half.
