I suspect the tire was manufactured in the 38th week of 2013.

Tire age is the heading 3813 is the answer as given, lots of good use left so keep them aired and covered when sitting for long spells and do not over load avoid road hazards and drive sanely and you are good to go for quite a long while. And by the time you need new ones a 22.5 may well cost $600.

Inflation is the key (pun).
