Both Canada and the USA agree that the vehicle year is controlled by the final manufacturer's model year designation, not the chassis VIN. You just need to get a copy of the official paperwork (Manufacturer's Certificate of Origin or an official transcription of it) and find a person in the state/province DMV that actually knows their laws. Not always easy, but a higher official can usually help if the clerks are adamant.
