Dutch Star Don nailed it. Getting good lighting is a systemic approach, not just new bulbs. I have used Daniel Stern on multiple car upgrades and recommend him 100%, good guy to work with and knows his stuff. and if your lights are properly installed and aimed, there is no issue with oncoming drivers either. I typically run 80/100 bulbs in my cars and I never get flashed...on the road at least!

My Ventana's lights leave a lot to be desired and I'll be upgrading them at some point. Daniel Stern will be my first and only call.

I agree if the headlights are properly installed and aimed they do not affect the oncoming driver.
