If the unit is not in by pass, look on the back side of the water heater for a check valve coming off the top port (hot water outlet). The check valve looks like a brass fitting and it could be stuck.

Additional: Check valve is only needed if you

1: Have a single valve bypass system
2: Use the "WET" method of winterizing (Pink stuff) or
2B: use the RV in the winter with the water heater bypasses.

If you have a 2 or 3 valve system, or if you blow the lines out, you do not need it.. Gut the thing if you must. or replace it with a quarter turn valve rated for hot water use.

Nothing to do with winterizing, it just stopped. This morning I was able to take a shower with full flow but it stopped again.

I believe there is a check valve going into the Hot Water inlet side. I am not sure but for some reason I believe there is one. You might try to find that and see if it is stuck. If no water coming out of any faucet probably not getting water into the hot water heater.

You can take the cover off the water heater and try the pressure relief valve. If water comes out, it shows water pressure to the tank, thus eliminating a faulty check valve at the tank inlet. If no water at the relief valve, problem is in the outlet check valve or the bypass valve. Be careful opening pressure relief valve if water heater is on. Water will be scalding hot.
