Water Pump Question

My Shurflow pump surges on and off so the water comes on and off the pump is a 5.7 gpm and my volts are OK any ideas to the problem it's in a 2000 Winnebego Ultimate Advantage 40J, it's not a big deal tends to use less water but I would like to know what the issue is.
