Tried about every option with two MHs and now 3rd TT and think the horse mats 3/4" thick cut into strips are by far the easier than any other manual method. Can buy them at stores like Tractor Supply and cut them with a box cutter. Unlike wood and plastic they are easiier to get up on without slipping. Only down side - they are heavy.

How about 1' x 1 1/2' leaves you with zero waste.
I made the pads, not for leveling but to get a larger footprint for the jacks, they are 14" x 14" made out of 2 x 4 x 10.

As I have no scrap laying around anymore, I like the idea of buying/assembling without waste. Not sure 14" would work with the occasional need for something to put under the duals though. I would need at least a couple more big enough for that purpose. Thanks for the idea. Thinking I may go the 2x4 route next time. They won't split width wise like wider lumber does.

If you are leveling a single axle then you can do as I do
2x tire tread width (NOTE you need one per tire, by that I mean if you are lifting duals, as I do from time to time, you need one for each of the tires, do not lift ust one).
Now... I purchased six foot long 2 x tread width planks and cut them into 1,2 and 3 foot setions (2 cuts)
I then glued them together as follows:
One foot
Two foot section
and a 3 foot bottom section
Now I can drive or back up onto one 2 or 3 planks worth of lift
more than that And I need to break out the 12 ton air/hydraulic jack and the compressor and stack more stuff atop the planks .

I am not sure how much weight they will take but when I had a 5th wheel I made an air bag to level. I used 10 inch blue pvc flat discharge pipe ( I understand the red pvc pipe is thicker but I could not get any of that easily) Get a motorcycle or tractor valve stem that can be bolted in. cut a hole for the valve stem on one end and one side of the pipe. Use the PVC glue like a sealant and bolt the valve stem in place. On each end I used a 1inch wide piece of flat stock 10 inches long. Cut two pieces for each end clamp the flat stock to the end of the discharge pipe and drill holes through the flat stock and pipe about 1 inch apart. open the end of the pipe back up seal the end well with PVC Glue then bolt the flat stock in place while the glue is drying. Do this for both ends you now have a air lifting bag. I made mine 4 foot long to go under both axles at the same time. Obviously you can make them shorter to go under just one axle. I put mine down behind the trailer axles drive back over it ( not hard since it is a flat piece of hose) Use the inexpensive air compressor I carried and aired them up until the 5th wheel was level. I had a 38 foot 13000 pound 5th wheel and never had any problem with it.

Pictured below are the jack blocks I built and use. They are 10" x 10" x 6". The top/bottom is 3/4" plywood, the sides are 5/4 treated with an internal diagonal 5/4 treated brace. The assembly is exterior glued together to make a bullet strong jack block that won't crack and is reasonably lite in weight. The side mounted eyelets makes them very easy install/remove with a broom handle/end hook. Cheap and they work good.

14x14x3/4 inch plywood glued two in a stack with a small hole along one edge so I can use my window awning tool to place them under the jacks. I don't use them for under the tires. I use 4x4's for that.
