What is this??

This has been kicking around in a kitchen cabinet and I've never been quite sure exactly what it is. Any ideas? It's about 20" long and has two Velcro strips on the bottom.

Or some sort of frame around some electrical components.

That's exactly what it is. Thanks! For some reason, though, I can't get it to fit! Maybe that's why it was in a cabinet doing nothing.
