If the OP has the fridge shut off at the panel, there will be no power from the circuit board to open the gas valve and light the burner........if the fridge is indeed turned off.
Where exactly do you hear a propane flame? Ought to be easy enough to locate that sound.......

Are you sure you are not hearing a small leak in your air system at the rear of the cosch? Sounds similar to gas flowing. Good luck tracking it down.

Shut off the propane tank valve, if you still hear the leak, bleed out the air system.

You said the water heater is turned off.... both sides? There are probably two separate switches for the WH-- one for the gas side, one for electric.
Otherwise, turn off the tank valve, per twinboat.

All RV Propane appliances have 'exhaust vents' on outside of rig.
Walk around and check for hot exhaust.
One of your Atwood furnaces is just aft of rear tire Drivers side
One of your Atwood furnaces is forward of rear tire/below fridge lower vent and above the Atwood water heater on Passenger side
All of them are mid-ship so doubt is it propane as there isn't any towards back on passenger or either side
As suggest..air system

Even though it's powered off, there is a chance the gas valve could be leaking. First thing the OP needs to do is turn off propane at the tank and see if the sound goes away. If it does, then he knows it's propane. If the sound stays, then it is something else.

It is your water heater operating on propane.
