State highways....Michigan...The heaviest trucks in the country tear the roads up.

Arkansas was horrible when we went through there a couple of weeks ago.
DC is a joke, several states on the East Coast that ran our toll charges to close to $600 had terrible roads.
The interstates seem to be getting some much needed attention and I have seen hundreds of miles under repair.

For me Louisiana is up there and maybe NY but I'm not real sure about NY as I had to drive down the sidewalks to stay out of the pot holes

Los Angeles has got to be the worst by far. Delaware's secondary roads are a close second....

Indiana - hands down. Driving from Indianapolis to Nashville, I counted no less than 12 cars on the shoulder with tire issues. Horrible roads....

Another vote for New York. I was just there last week, and figured
with all the toll money they collected from me roads would be better.

Indiana. Not just their roads, but their rusty guardrails, when they are there. The missing "catch" cables that haven't been replaced. The untrimmed trees that block the road signs and some that look as if they could fall into the road at any second. The rest areas that have the weeds growing out over the curbs.
I live here and want to apologize to all travelers going through my state on the terrible highways.

Every time we find the worst road, we manage to find a worse one.
Some of the tops are, Indiana, Illinois, Oklahoma and Louisiana.

Just visited NY - Crossed frome one end to the other - Roads are very low grade BUT Tolls are the highest - #1 for me #2 Louisiana
