I think CCC MUST be based on actual weight or at least a calculated weight including all options as delivered. Newmar's use of UVW is base unit without options plus full fuel and nothing else.
I have a picture of a 2006 Monaco weight sticker with the following:
GVWR 26,500
UVW 21,663 (Weight of vehicle AS MANUFACTURED)
SCWR 308 (Sleeping capacity 2 154# people)
CCC 3567
CCC = GVWR - UVW - full water (847#) - full LP (126#) - SCWR
My MH used the exact same formula on it's weight sticker.
