Wiper arms hyper-extend when key is turned on

I have a 2008 Damon Challenger 371. It is on a 2007 F53 chassis.

Problem #1:
Wipers "fell" while driving, upon checking realized that manufacturer did not mount the motor (that is attached to a very heavy metal frame), hence a metal bracket holding the called a "stay" broke off the metal box. I have attached a photo.
Fix:
Had the "stay" arm welded/reinforced.

Problem #2:
NOW, when I turn on the key, the wiper motor cranks the wipers DOWN about 20 degrees and then stops. NOTE: the wiper switch is NOT on.

After it does this, I have tried repositioning the wipers to a new "park" position, but the wiper motor still hyper-extends the wiper blades every time.

I am stuck. I don't know if it is a problem with the wiper switch, or... I understand from the forums that there is a Wiper Control Module somewhere (no one seems to know where it is located).

Any ideas and help would be appreciated.
