I have a 2005 fleetwood expedition. Has anyone changed out the serpentine and the water pump belt on one of these coaches with the C-7 CAT engine?

Not on a Fleetwood but on my Journey CAT C7 - The serpentine belt tensioner needs to be almost removed to get the water pump belt off/on. Not a major job but you can expect to leave a little DNA down there in the form of skin. It's been a bit but I think I had to work from both sides top and bottom of engine.

Several folks have flipped the water pump V belt inside out. This allows the belt to slip over the harmonic balancer. Once over the balancer and turned again your "golden".

I have taken off the floor panel under the bed-no good. There is access through the closet floor. Will that give me the access I need?

Access through the closet floor will put you directly over the fan and belts. While you have the closet floor opened up, I would suggest you grease the zerk fitting on the fan shaft if you have one. My 2001.5 Discovery with a 330 Cat required grease.
