Fuel gauge NOT WORKING ????????

New guy on the block needs some help. I have a 95 Freighliner FL-70 and my fuel gauge is reading empty when both tanks are full. I pulled the sending unit with thw (2) wires hooked up and if i raise the float manually then the fuel gauge reads full or half full if i lower it to the center position and so on. I did buy a test light and touch it to the door(ground) and the wires and the gauge read full. Does this mean i have a ground issue or is the sending unit bad ??? And if it is a ground issue can i just run a cheesy groung wire to the unit instead of trying to find the break under this nasty truck ????

Maybe the float is full of diesel. It will always read empty if it sinks to the bottom of the tank and remains there.
