Hydraulic jacks/ Allison neutral control

Working on a 1999 National Tradewinds CAT/Allison. I am trying to track down the source for the control voltage from the trans to the POWER GEAR jack controller. This is what I know so far, the control wire needs +12 for the jacks to operate but is testing as a hard ground. I have located the freightliner harness that should contain the "park brake" and "not neutral" wires. The "park brake" wire is identified but the "not neutral" is solid black and not marked. This makes me suspect that there is a relay somewhere as indicated by a installation guide I downloaded from POWER GEAR. The relay does not appear to be located in the cab where all the other chassis relays are.
? Does the slide have anything to do with the jacks?
? Where does the “not neutral” wire originate?

Freightliner does not install the leveling system. I would sugggest you contact National Tradewinds.

National is not in business any more but freightliner did install the trans and should know where the "NOT NEUTRAL" wire comes from.

Found the problem, the ground wire for the controller had been left of when the coach batterys were replaced.
