Low Voltage at Rear Lights

I noticed the rear turn signals on my 98 HR Endeavor were weak and the lights are not very bright - Front lights are okay. A voltage check revealed 6 to 8 volts on all of the rear lights - (Turn signals, Brake, Hazards etc. ) while voltage at the front was around 13. There are six wires in a harness for the rear lights and wondered what may cause the voltage drop. Any suggestions would be appreciated.

There is probably a major chassis wiring connector on the front bulkhead (it is outside, under the front cap on mine). Check for corrosion on some of the connectors. This is a known problem but the circuit affected depends on which pins are corroded.

For all the lights to have low voltage, the problem would normally be common to them all. The only thing common would be the ground. Using your meter, check the voltages of each pin of the bulb to, say, the engine block or the chassis rails. If you read 13 volts on one pin and 5 volts on the other, then you have a ground problem. If there is 0 volts on one pin and 6 to 8 volts on the other, then check other lights the same way and if they are all that way then there is as Gary said, corroded pins in a connector somewhere.
