Surge tank pressure & Stainless steel deflector

After continued effort in failing to keep the deflector in the surge tank from rusting away, I had a new stainless steel deflector made up. About $60, which hopefully will resolve this rusting and consequent leaking problem of the surge tank permanently.

I do have a question, which is, how long should a cooling system, specially as large as with the ISL
stay pressurized?

I have pressurized the system while the engine is cold to 15 to 20 lbs and it will loose that pressure in about 45 minutes. I don't see any leaks, so I am wondering if this is a normal duration.
