Tag Axle Brakes

2012 Newmar Dutchstar 4020 on a Freightliner XRC Chassis. This is sort of a two part question. After pulling into a campground I noticed the passenger side of the toad covered on oil. Looking under the motorhome I
found some races on the tag axle brake drum and some on the passenger side rear jack barrel. I have some pictures if anyone can help me with this.
While down there I also noticed the tag wheel was off the ground (really level campsite) and I tried to spin it. It doesn't move. Are the tag wheel
brakes parking brakes?

I did a little research and you have a Holland Neway drive-tag rear suspension with an automatic load proportioning system. You can see some details on page 13 of the Freightliner document in the link below.

I suggest you call the Freightliner help desk, and have the last 6 digits of your vin number handy. Their phone number is 1 800 385-4357. This is a free service, and they really know their product. They've been helpful to me several times.
