Yes, you want to turn the breaker off in the pedestal so that you don't get any arcing while plugging in. Arcing really messes up your cord causing a poor connection between your cord and plug in which in turn will then causes high heat and eventually can lead to a ruined cord, not to mention you screw up the plug in for the rest of us.

Good point on the screwed up pedestal plug and another reason I believe an Electrical Management System is so important. We never know what the last guy did.
