Cummins ISL inspection plug ?

While performing my Annual inspection and service on my coach, I noticed on the bottom back of the engine ( front of the coach ) in the flywheel area, a 3/4 inch treaded hole without a cover or bolt in it. It would appear to be some type of inspection port.... Open to the elements. Is there supposed to be a cover or something in that hole ?

It's an inspection port into the bell housing.

It's just a hole to drive new Cummins owners nuts. The question comes up several times every year.
