Freshwater tank

Today I noticed water pouring out of the overflow tube from the freshwater tank. I figured out that when I connect to city water it is also filling up the freshwater tank even when I have the black dial in the vertical position. Anyone know exactly what might be going on and how to fix?

Following up on my problem of the freshwater tank overflowing when on city water, first the fill valve was replaced with a heavier duty brass valve. The one used by Entegra was all plastic and I could see how it could leak so easily. Even after that it still did not fix the problem so the pump itself was replaced and everything is now working fine
