Rear view Mirror adjustment

Is there a trick to adjusting the swing on the rearview mirrors.
I popped the cap below the swingarm Where there is a 9/16 bolt that I've loosened
A little concerned whether I should be hammer this bolt as it seems like it seized.

Loosen that bolt and you should have recieved a Allen wrench in you bag of books. Use this to loosen the Allen screws that tilt the head

Chuck,

Once the swing arm bolt is loosened place a socket extension on the bolt and gently tap the bolt to loosen the swing arm from its hole, then it can be freely positioned further outboard or inboard. It seems the arm gets firmly seated in its hole and seizes in position. The hole the arm goes into is slightly cone shaped.
