Not the lug nuts, but probably the tag hub seals. Call Spartan and see if and where they would send you for repair. Most likely at Cummins Coach Care facility.

That's wheel bearing oil. Remove the Spartan nut that holds the hub cap on and you'll see the Stemco hub cap. When it leaks just a little it makes a good mess. Try tightening the bolts, that might stop the leak. You can see the oil level through the plastic window that has a full and low line on it.

Have you checked your Stemco seal/hub cap to see if its leaking bearing oil? My guess is the hub cap nuts have come loose and you're leaking oil.

This may be a long shot... But, were the wheels removed very recently? If so, they squirt oil on the lug threads prior to re-installing the wheels and that will cause black oil to appear around the lug nuts / be spun out from them. (happened to me very recently)

Yes, me too. Just had new tires put on, and had the same thing. Like others have mentioned here, check the bolts on the hub - I still had one or two that were hand tight. Do not over tighten them, I believe only 30 lbs, which is not much. Clean out the inside of the hub cover once you complete the above, and monitor. Does not take much oil to make a mess.

As mentioned the oil is probably leaking from the hub cap or even from the red rubber plug in the cap, especially if overfilled, even a little bit.
DO NOT TORQUE the hubs to more than 15 ft/lbs, use a good torque wrench and be careful. 30 ft/lbs will warp the hub and cause leakage. Many times leakage occurs because the hub bolts are over-torqued by a well meaning technician.
If you torque to 15 ft/lbs and they still leak, you probably need new gaskets.
FYI, if the oil is leaking onto the back of the wheel, that is a wheel seal.
This hub problem is very common on the tag axles.

I had similar issues with my front wheel hubs. Spartan changed out both the front hub covers and plugs and also did the rears as a warranty repair. Apparently, it is a common problem with the old plugs. The tech also recommended that you should NOT fill the hub to the ull line but, rather, just a bit over half. He said that there is no need to add oil until it gets just below the add line..

I'd be VERY CAREFUL tightening the lugs. It is VERY EASY to over tighten them. If you are going to do it, call Spartan for the torque on the torque wrench, buy a torque wrench, and abide by it....or you will be paying for the hub seal replacement. Just saying, and JMHO and experience!

I think Spartan had a major problem installing hub seals in 2014 models. I have been through two complete rear hub (cracked) and three seals from improper installation, all at Spartan shops. I finally installed the last one myself...torque is 15-18 ft pounds. Instead of installing dry like the ones that kept leaking, I used black Permatex on both sides of the gasket and torqued properly, no more leaks.
If you have it done under Spartan warranty ask to see them torque the bolts!!!! They should be torqued in a star pattern, something they must not teach in mechanic school anymore and why so many wheel seals leak on Spartan chassis.
To clean the hub cap and lug nut covers inside, use spray parts and brake cleaner. I found that soaking them in hot water and Dawn would not stop the grease streaks, Parts cleaner did.

If I had a dime for every Stemco hub cap we have replaced in our fleet of cranes over the last 30 years........LOL

I took off the center dome hub cover. Three of the bolt holding on the center lube reservoir were not tight. I saw a small amount of lube seeping from 3 bolts. tightened to 15 lbs, fill to line. Problem solved thanks guys.

You'll need to use something like brake cleaner, spray all the bolt holes on the wheel/the hub/etc etc as this oil is likely all over and will continue to spread out when the wheel is in motion. Hopefully the tightening does the job (I heard that 13-15 lbs was the reading; hope you checked that with Spartan).
