Unfortunately, technical writing skills and the experience with what is being described is one of the lowest paid technical positions in companies and rarely draws a great deal of focus in the product development process. Combine that with writing for a broad target range of skill sets of the target audience makes the challenge of operating manuals even worse. In the end, the manuals don't satisfy anyone. I am reminded that when I entered the military service (mid-70s), I noted that many of the operations manuals for Army systems used comic books. When I ask why these tech manuals were done this way, I was told that comic books tended to keep the attention of the reader while the technical material was being passed...and again, the broad range of intellect of the target audience. By the time I was building systems for the military services, I found that training and operations manuals were the toughest things to get approved in test and evaluation, but the first thing that the military was willing to cut on expenditures. Probably not much different on these OEM products.
