It doesn't look like the converter was bad at all. First off, it turned out to be a 30A, not at 20A. Some dummy, other than me, had put a 20A breaker and a 20A fuse in it. It was blowing due to the charge wire at the wire nut had being stripped down to have only 5 or 6 strands. It was getting hot to the touch is what led to finding it. Fixed the wire problem and the fuse quit blowing. Tomorrow, I'm going to replace the 20/15A breaker with a 30/20A.

Glad you found the problem. Sometimes it's a real pain trying to fix something when you don't know how it's supposed to be in original configuration.
