Yes, it is safe; and No, it will not tip forward. It would take one Hell of a lot of weight (several thousand pounds?) in the overhead sleeping area to move the center of gravity to a point in front of the front jacks which would be required to cause the unit to tip forward.

I would always have some support from the ground to the camper bottom when it's off. I had just taken mine off, driven the truck out, and started walking back to the camper in time to see the bottom fall out of it and slowly tip forward and do a forward flip. After I stripped anything good I burned it. Hottest fire I've ever seen.
I don't know if the engineers set them up for anything to be in there before bracing.

You will need more support than the jacks if you are in it without the truck underneath the camper. You jacks are for lifting the camper up off the truck. There will be too much stress on the lifting jacks and they will fail over time. It would be the twisting motion with moving around in the camper that will cause it. Its not that hard to put the truck under the camper when you are ready to use it for the rest of the day.

Another idea to consider is lowering the camper as close to the ground with the jacks as you can get it based on your rear overhang and connections for the black tank dump (mine comes out under the camper). I always lowered the camper when used off the truck and eliminated most of the stress on the jacks. But even at that, putting some sort of support under the flooring (camper bottom) couldn't hurt. However, I never did and didn't encounter any issues with my jacks.
