Comment on the original poster's choice of title.
now being a frequent reader of Dr. Asimov's work I know he only wrote 3 laws.. thus the subject line did an excellent job of catching my eye.. Of course.. Turns out the line fits the story 100%.

Fifth law: Find the vandals and vandalize them over to the local home for criminal convicts.. (prison).

Speaking of which: Add in local newspaper.
