You may want to try Panama City Beach Venture Out Resort. Mostly permanent units but some lots available for rent.

I stayed at Camp Gulf in Destin several years ago, you could stay literally on the beach, I chose to stay just above it.

CAMP GULF Campground - Beachfront RV Sites Destin, FL

I also have stayed at Red Coconut in Fort Myers, FL

Florida Beachfront RV Resort | Waterfront RV Sites | Fort Myers Beach RV Resort | Beach Rental Homes | Red Coconut RV Park |

I have not stayed at Turtle Beach nor have I seen it, but it might work for you?

Turtle Beach Campground and RV Park - Siesta Key Florida

You might consider renting an RV lot on the beach. We have a lot rented for a week in April. a small dune between the lot and the beach. all amenities and we have the entire lot. It sounds good, but I have yet to experience it. Will report after April. Hope it does not get boring, but this was something my family insisted on. About three days on the sand and sun is all I want, with nothing close but houses and 30 minutes to a restaurant or a boat livery. We'll see.
I have seen pictures BTW this is near some place near Port St Joe, Mexico Beach and Apalachicola (is that spelled right?) "someone" said the fishing is pretty good - again, we'll see.

Eat at Indian Pass Raw Bar just inland from Cape San Blas between Port St Joe and apalatchacola. Its some of the best seafood I've ever had. Yes it looks like a dump and don't be surprised if somebody sits at the table with you.

We are currently at the Panama City Beach RV Resort, it is about 100 yards from the beach, but very clean and well kept. Been coming here for 4 years now.
