Check campgroundreviews.com, there are several nice parks in and around Kerrville.

While a bit pricier than several of the others, I think Buckhorn Lake is leaps and bounds above the others....

Definately Buckhorn Lake! If you don't have children, the adult section is very quiet and the space are large.

We stayed at Kerrville-Schreiner Municipal Park and it was very nice. They have 2 sections - one where the office is located down by the Guadalupe River and the other across the road. We stayed across the road, where it seemed quieter and where there was a lot of wildlife. We paid $15 a night in 2007.
