About 15 miles south of Torrey on Hwy 12 is a nice forest service campgound just off the highway called Single Tree. Big sites in the forest. High elevation so it's cool. No hookups.

Judging by my Benchmark Road and Recreation Atlas for Utah, the entire eastern side of Capitol Reef appears to be BLM land, and there is some on the southwest too. Toward the NW is Fishlake National Forest. I'm boondocking in the Dixie Nat'l Forest right now, a portion of which is close to Torrey and also borders on the SW of Capitol Reef.

I don't know of specific places you might wish to go, however, I'd suggest a few phone calls to the Forest Service and BLM to see what they have to say. I'm learning that it's important to talk to the location that is closest to where you think you might camp. I was told by the regional Forest Service office that I could find boondocking sites along a certain road. It was only when I got to the visitor's center for that area I learned that I'd have to travel 10 miles down that dirt and gravel road before I could camp and that using my "toad" which in my case is a motorcycle isn't recommended on that road.

Googling "BLM Capitol Reef" returned this page with two BLM office locations and phne numbers:
Capitol Reef Country. The Dixie Nat'l Forest has several district offices and the Fishlake Nat'l Forest may also. Any one of them can refer you to the office closest to where you prefer to camp. When you speak to them, as I mentioned above, I'd suggest asking for the phone numbers of the local visitors centers or other facilities that may be closer to or at the locations you wish to learn about.

If you find yourself traveling up Rte. 89 north of Page AZ I've written about my experience camping at Lone Rock Beach in the Glen Canyon NRA and also about my hike through the Buckskin Gulch slot canyon from the Wire pass trailhead which you might be interested in if you like to hike.
